Vietnam’s Power Development Plan VIII outlines an ambitious roadmap for energy security and green growth, with a significant focus on LNG power generation…

The plan envisions over 36,500 MW of LNG power capacity, nearly half of the country’s current installed capacity, and requires an estimated investment of more than USD 40 billion. These projects are expected to attract capital from global energy giants as well as leading domestic enterprises.

So far, the most notable progress has been made at Nhon Trach 3 and 4 power plants (1,624 MW, USD 1.4 billion), developed by PV Power. After extensive efforts, both plants have successfully synchronized with the national grid and are undergoing trial operations, with commercial operation scheduled for 2025.

However, PV Power also faces challenges at the Quang Ninh LNG project (1,500 MW, USD 2.2 billion). Despite partnering with seasoned Japanese companies Tokyo Gas and Marubeni, along with domestic player Colavi, the project has encountered significant delays due to land clearance issues.

Meanwhile, Vietnam Electricity (EVN) is responsible for the Quang Trach project cluster in Quang Binh. The Quang Trach I plant (1,403 MW, VND 42,000 billion), converted from coal to LNG, has made promising progress by successfully conducting the first oil-firing test of boiler Unit 1. In contrast, Quang Trach II (1,500 MW, VND 52,490 billion) remains in its early stage, with EPC bidding for a package worth over VND 26,000 billion still underway.

On August 19, 2025, Petrovietnam will officially start construction of the O Mon IV Thermal Power Plant at the O Mon Power Center, Can Tho, with a total investment of over VND 29,926 billion (~USD 1.3 billion).

As the “critical link” in the Block B – O Mon Gas-to-Power Chain (total investment nearly USD 12 billion), O Mon IV will feature state-of-the-art combined-cycle gas turbine technology, delivering a designed capacity of 1,155 MW with high efficiency and lower emissions.
The project is developed by Petrovietnam and executed by a consortium of Doosan Enerbility Co., Ltd. (Korea) and Power Engineering Consulting JSC 2 – PECC2 (Vietnam).
Commissioning is scheduled for December 2028, in line with the arrival of Block B gas. Once operational, Petrovietnam’s managed capacity will exceed 9,300 MW, representing around 10% of Vietnam’s national power system.
The Block B – O Mon chain includes offshore gas development, the Block B – O Mon pipeline, and four power plants (O Mon I–IV) with a total installed capacity of 3,800 MW, playing a pivotal role in Vietnam’s energy security.
